Under the Turkish Civil Code (Law No. 4721), Turkey allows foreign nationals to legally marry regardless of whether both parties are foreigners (of the same or different nationalities) or one party is a Turkish citizen. Turkish civil marriages are conducted by municipal registrars and issue the internationally recognized Multilingual International Family Book (Uluslararası Aile Cüzdanı).
Legal Eligibility Criteria
- Legal Age: Minimum 18 years of age.
- Mental Competence: Certified mental capacity.
- Prohibition of Polygamy: Monogamy is strictly enforced. Any previous marriage must be legally terminated (divorce certificate or death certificate).
- Waiting Period for Women (İddet): 300 days following divorce, waivable via medical non-pregnancy confirmation.
Required Documentation for Foreigners in 2026
- Valid International Passport: Translated and notarized.
- Certificate of Celibacy / Capacity to Marry (Evlenme Ehliyet Belgesi): Issued by home country consulate or civil registry with Apostille certification or Foreign Ministry attestation.
- Birth Certificate: Stating parents' names, apostilled and translated.
- Official Marriage Health Report (Sağlık Raporu): Comprehensive blood screening for thalassemia, SMA, hepatitis, and HIV.
- Biometric Photographs: 6 recent passport-size photos.
- Sworn Translator: Mandatory if either party does not speak Turkish.
Post-Marriage Legal Benefits: Residence & Citizenship
- Family Residence Permit (Aile İkameti): Immediate eligibility for spouses of Turkish residents or work permit holders.
- Turkish Citizenship by Marriage: Foreign spouses of Turkish citizens become eligible to apply for citizenship after 3 years of genuine, continuous marriage under Law No. 5901.
