Bringing a foreign-registered personal vehicle to Turkey under the Temporary Importation Regime (Geçici İthalat Rejimi) is a popular option for expatriates, foreign investors, retirees, and tourists. However, Turkish customs legislation governed by Customs Law No. 4458 and Council of Ministers Decision No. 2009/15481 enforces stringent regulations. Violating these rules can lead to severe financial penalties under Article 238, vehicle impoundment, or customs seizure.

The Core Rule: 730 Days Maximum Stay

Foreign residents and Turkish citizens permanently residing abroad may keep their private vehicles in Turkey for a maximum of 730 days (24 months) without paying import customs duties, Special Consumption Tax (ÖTV), or Value Added Tax (KDV).

The Crucial 185-Day Abroad Condition

Before entering Turkey with a vehicle, customs officers strictly verify through border police records:

The 185-Day Calculation: The driver and vehicle owner must have physically spent at least 185 days abroad within the 365 days immediately preceding the entry date.
Continuous vs Cumulative: The 185 days do not need to be continuous; cumulative travel days outside Turkey are calculated digitally via e-Devlet records.
Residents in Turkey: Foreigners residing in Turkey who have stayed inside Turkey for more than 180 days in the past 12 months will be refused vehicle entry until they fulfill the 185-day absence abroad.

Required Documentation at the Customs Border

Vehicle Registration Document (Title / Logbook): Must be registered in the driver's name.
Valid Driving License: Domestic or International Driving Permit conforming to the Vienna Convention.
International Green Card Insurance (Yeşil Kart): Must explicitly cover the territory of Turkey (TR).
Passport and Residence Permit (if applicable): Valid travel documents.

Strict Prohibitions & Leaving Turkey Without the Car

No Third-Party Driving: Only the registered importer, their legal spouse, parents, or children (who also reside abroad) may drive the car. Lending or leasing the vehicle to friends or relatives is strictly prohibited.
